1. President’s message
Ron introduced the new board members and the new
initiatives:
-
Members are
invited to the board meetings each second Monday of the month prior to the
regular meeting. Board meetings are at Pat Spurgin’s office on
2nd Street. Members must confirm their board
meeting attendance prior to the meeting.

Super Y
league training will be held on April 27th at Marquette Stadium at 10 AM - 2 PM. There is
a physical involved (dash, 12 min run).
-
Stu McCurdy
is heading a committee trying to update the bylaws of the referee association.
-
Ron will be
developing a budget for the association’s activities.
2. Outside training:
There will be three Reds games where referees can
get three hours each of outside training. That should make it easy to accumulate
the hours necessary for recertification.

Elections
The following slate of candidates was
nominated:
President, Ron Sabari
Vice president, Pat Spurgin
Treasurer, Art Ramirez
Member at large, Mark Fisher (replacing the
position held by George Town)
Stu McCurdy
made a motion to accept the entire slate by unanimous acclamation. The motion
was seconded and the membership unanimously voted in the affirmative. At the
conclusion of tonight’s meeting, the new Board Members are serving in their
elected office.
Training
for next year
Effective
immediately, there will not be an Area Referee Administrator (ARA). Although
there is not a lot of difference in practice, there will be some
changes:
1. Training
will occur monthly at the referee membership meetings.
2. Outside training hours will be provided through
our association (9 hours in total). Two trainings will occur during the summer
at two different Yakima Reds games. Referees who sign up for this training will
be issued a free ticket for the game, and will meet with the crew for the game.
Such crews usually consist of National referees.
3. Recertification will be possible on three
different occasions. Recertification needs to be completed prior to December 31. Dates for recertification will be
published on the website and via e-mail. Please make sure that your correct
e-mail address is on file with
the Association.
Training
Ron reminded
us of the importance of being at games at an appropriate time. For a school ball
game, the center should arrive 25-30 minutes prior to the game in order to have
time to check goals, field markings, nets, etc. ARs should be at the game 20
minutes prior to the game to allow for some pre-game discussion. Federation
rules have referees arrive 20 minutes prior to the game.
AAAA, AAA and
A overtime rules are two five-minute overtimes with golden goal, then kicks from
the mark. For friendly matches and cross-division matches, check with the
coaches. When unsure, a check with the coaches is a good idea. JV rules for
overtime in the CBL is straight to shots from the mark.

Outside training hours for re-certification. Each
referee needs at least two (2) outside training hours and a total of five (5)
hours of training per year.

meals)
Referees will not be able to go twice,
unless they pay for their own meal.

Summer Classic
110 teams. Tournament is scheduled for June 29, 30

School ball starts September 11. There will be a
WOA training available prior to that date. Most likely, that training will be
on-line as was the case this past school year.

The YVSRA will compose a letter to be sent to

Special Olympics
Reminder:
We have been requested to provide some
volunteer referees for an Eastside tournament on April 22 at Davis
field.
There will be 20 teams participating. Games start
at 10 AM. There will be 15 minute halves on a short field (three fields are laid
out on the Davis field). Please
let Art Ramirez know if you are able to participate.

Youth Association
If you have a bad or worrisome experience,
please write up that experience so that it can be relayed to the Youth Soccer
Association.

Training
Today’s training was concerned with
injuries below the waist. A presentation was made by Shane Sigler from
Orthopedics Northwest.
This training counted as “outside training”
hours.
During the Yakima Reds season, there will
be two classes for referees that will also count as “outside training”
hours.

March 29,
2006 YVSRA board meeting
1.
Art and Ron are coordinating on an entry level clinic for Selah in
April.
2.
WOA advises the association that coaches and ADs cannot choose officials
to be assigned to post season play without exposing WIAA to liability for
discrimination in employment.
3.
Concerns raised about new field being used at Ellensburg. Board agrees that the AD should be
advised that field is a danger to players and officials due to unevenness and
sprinkler head conditions. YVSRA
will recommend that they return to Mt. View or immediately fix the
conditions.
4.
Art reiterated the pattern of assignment for HS matches: at varsity
level, 2 lines for each center assignment.
5.
Insufficient numbers of officials are up to date regarding the highschool
rules, so the board is pursuing strategies to inform officials of the need for
officials doing varsity matches to attend training sessions at the monthly
membership meeting.

Items discussed:
- Meeting between YYSA and YVSRA is being pursued to
assure adequate coverage of competitive league because of problems with
schedule changes, field changes, etc. without coordination between the YYSA
competition director and the assignor.
- Other states are experimenting with sitting cautioned
player out for 10 minutes in highschool matches.
- Handling:
involves controlling or propelling the ball intentionally with the
hand/arm. Contrast the ball
striking the hand due to forceful kick/unpredictable spin or a reflexive
flinch by a player protecting his/her face that doesn’t produce control. This continues to be a matter of
debate, since some folks argue that the outcome of the contact with the
hand/arm determines whether the player should be penalized, while others argue
that intent controls, regardless of the outcome of the contact. A referee judgment is required in
either case.
- The Great Big Shinguard Controversy: reinforcing shinguard safety with
highschool. YVSRA sent out a
reminder to athletic directors regarding NFHS shinguard requirements. Some ADs objected to the notice,
thinking that it was new information.
NFHS publications at start of season reinforced requirements for safe
shinguards. Note that coaches are responsible for assuring adequacy of player
equipment.
- Good of the Game: Sunnyside v. Selah: Field used for both soccer and
American football, so both markings were on the field. In addition, marks were obscured from
heavy field use. Early in the
second half, there was a collision in the box with stoppage of play. Sunnyside retained possession. Later in the match, a PK was awarded
to Sunnyside. Initial spot for
the PK was on the PAT (American football) mark. Ball went into the net. Based on the shouts from the coaching
staff and crowd, referee realized that the ball was taken from the wrong
spot. Ordered a re-kick from the
correct spot. Sunnyside player
missed the PK. From that point on, every call was subject to criticism by the
Sunnyside coach and fans. This suggests that a field inspection before the
match is important. Part of the
problem was that the penalty spot was obscured from field usage. In addition, pre-game would have
allowed everyone to be aware of field problems. Pre-game conference involving coaches
is required, so make the most of the opportunity to communicate with the
coaches.

Monday.
Finances
Selah, East
Valley and West Valley have not made the MS payments from spring
We need
to make sure to have sufficient money reserved to make the WOA fees (will be $60
per official).
Payments
Cancelled
games for which the assignor did not receive cancellation within 24 hours of
game time, will be billed to the schools.
We will
be billing out High School at the end of the season.
Facility
Hans will get a
meeting room for board and membership meetings at a West Valley School District
building. Wide Hollow would be
preferred.
District 6
John Hillman is
looking for a chapter to try out assigning software. Next board meeting will be on October
19, 2005 at Pat’s office. John will
be invited to that meeting.

May 14 and 15: (5 v 5). The YYSA is still looking for referees
to participate. All games will be
the Ahtanum Youth Park. There are
140 teams scheduled, with 14 fields going.
Players will be issued wrist bands
of, green, yellow, or orange to identify them as a team
member.
A referee clinic to go over the rule
changes prior to the tournament will be held prior to the first game on Saturday
at 7:30.
4. Mark
Fischer: The
mid-summer classic tournament.
Still moving ahead on schedule.
Motel rooms may be a bit scarce.
5.
Pat: There will NOT be any ref’s from our
association going to the H.S. state tournament. The state has a NEW formula for
selecting ref’s. We did not qualify
for any of the openings this year.
There will be NO LPT tournament in
Yakima this year.
There is a new formula for selection
of teams into: Premier divisions.
State wide there is less of a need
for tournaments. Tri-city’s will
still host
U-14.

discussed the issuance of cards: In
USSF – youth, a cautioned player does not need to leave the field. However, in WOA, a cautioned player
still needs to leave the field.
With respect to
the soft bracelets (like the Livestrong bracelets), rules do not allow for those
to be worn in WOA (cf, ban on adornment and the possibility of injury to the
player wearing these or an opponent).
The other
issue that was discussed, was the size of the shin-guards worn by players (must
be size and age appropriate).
3. Yakitak tournament is coming up May 14 and 15 (5 on
5). The YYSA is still looking for
referees to participate in that. A
referee clinic prior to the tournament will be held prior to the first game on
Saturday at 7:30.
4. May 1 is the Special Olympics jamboree at Davis High
School. Games will likely be held
from 8:30 until 1:00. We will post
the actual schedule as soon as that schedule is published. Referees will be needed for this
tournament, although Special Olympics will not be able to pay. Having said that, the tournament is a
hoot.
5. George handed out the updated 7 + 7 (cautionable and
sending-off offences).

Jeff shows a balance of $3,655. EV is still standing out (approx:
$1,400). So is Toppenish MS and
perhaps another one. Adult still
owes us the entire fee.
We still owe assigning fees to Art and there is some amount
owed to Ron for MS, a few years back.
There has been a discussion with the Adult League re the fees
for those games. Bill is willing to
talk about it, but their budget cannot deal with $40 at this time. We will need to investigate what is
being paid across the state. Jeff

this discussion, membership proposed that the YVSRA ask the school to reduce the

Discussion:
Mr
President has had a discussion with Greg Stoval re the assigning for the Mid
Summer classic. Current assignors
do not know the referees (from in town as well as out-of-town). Mr Stoval will apparently contact Art to
be involved in the assigning. We
may need to attend a YYSA board meeting.
Jeff will contact Mark Fisher to attend a YYSA meeting. The same may hold true for the
LPTs. If YYSA continues to assign
by themselves, they should receive the assignor information. Ideally, Art would assign for both
tournaments.
Re Special Projects: We will need to research whether we
will have visitors at the tournaments.
Art will find out dates, ages and possible visitors.

Selah Parks has an active soccer program (550 kids) that
has a need for referees. We should
plan on a next referee licensing class sometime soon. There will be Selah kids
interested.

Pine Shop.
