Rules for the 2008 Yakima Mid-Summer Classic Soccer Tournament

Dates - The tournament will be held on June 27, 28 & 29, 2008 in Yakima, Washington at the Perry Soccer

Complex & Chesterley Park. The tournament will officially start at 12:00 noon on Friday, June 27th. All teams

must be checked in at Registration 45 minutes prior to their first game. Registration will close at noon on

Saturday, June 28th. The tournament is expected to end on or about 5:15pm on Sunday, June 29th.

Entry Fee - U9…$170.00 Per Team (3 Game Jamboree)

U10...$200.00 Per Team (3 Game Jamboree)

U-11 Thru U12...$365.00 Per Team (4 Game Guarantee)

U-13 Thru U19...$410.00 Per Team (4 Game Guarantee)

Entry fee and a copy of your signed roster must be received with this form by June 1, 2008

U11... 9 a side / 14 maximum per roster

U12 - U19... 11 a side / 18 maximum per roster

 

Entry Deadline - The entry deadline for all monies and paperwork is June 1,2008. Notice of acceptance will be emailed

by June 18,2008. All out-of-state teams will receive an acceptance or rejection notice within two weeks of

receipt of your application and check. This is done to allow teams to make travel arrangements.

Refund Policy - Teams withdrawing after June 18, 2008 will forfeit their entire entry fee. All teams not accepted

into the tournament will receive a full refund. In the event of the tournament cancellation, all monies will be

returned.

Registration –

General - All players (except guest players) must be registered to the team making application. A team is allowed

as many guest players needed who must meet the age criteria for the team playing and they must be currently

registered and be in good standing with their state association. . All teams must submit a preliminary roster

(including jersey #, name and date of birth for each player) signed by the Association Registrar with their

application to the tournament. Each team will consist of not more than eighteen players modified for U-11 and

below(including guest players). All players (including guest players) must be duly registered and in good standing

with their respective state, provincial or national soccer associations, as per FIFA rules, and all players must have

valid I.D. available.

Foreign Teams – For a team coming from a CONCACAF nation:

1.Players must present passports at registration or, if from a nations that the United States does not require a

passport, proof of entry into the United States that is required by the United States.

2. Teams must have a completed form from its Provincial or National Association approving the team's

participation in the tournament.

Check In - All teams must have a representative check in at the registration booths where they play their first

game, located at either Perry Soccer Complex or Chesterley Park, at least 45 minutes prior to playing their first

game. They MUST bring with them the following information:

1. The most current signed team roster , with guest players added.

2. Travel papers if you are an out of state team.

3. Player ID or birth certificates (required for all players) for each player (including guest players). 4 . Medical

Release forms for each player (a sample medical release form will be posted on the web page).

Equipment – Protective orthopedic devices, prosthetic devices and any gear, equipment or appliance that is

protective for a known medical condition may be worn during a game provided the device conforms to the Law 4

of the Laws of the Game and with the approval of the Referee. No jewelry is allowed. Shinguards are mandatory.

 

Playing Rules:

WSYSA Rules - WSYSA rules will apply, except as amended below.

 

FIFA Laws of the Game – All matches must be played in accordance with the FIFA Laws of the Game, except as

specifically modified as follows in the tournament rules:

 

No Protests : No protests will be allowed and all referee decisions will be final , except those concerning the use

of overage or ineligible players. The opposing coach and referee must be notified of an overage/ineligible protest

prior to leaving the field of play and the protest must be submitted in writing to the Field Coordinator within 30

minutes of the match completion. If a protest is upheld, forfeiture will be awarded for the protested match (a 1-0

victory for the non-offending team) and all previously played matches that included the overage/ineligible player

 

The Judiciary Committee : The Judiciary Committee will settle all protests and disputes regarding overage or

ineligible players. Decisions by the Judiciary Committee deciding a protest or dispute are final and may not be

appealed.

 

Who's Eligible: All players must be eligible to play in their age division (including guest players). A team roster

listing the jersey number, name and date of birth of each player, plus player cards or birth certificates for each

player must be carried by the coach/manager to all games for inspection by the referee. All players must also

have a medical release form available at each game.

Age Groups:

BORN ON OR AFTER AUGUST 1ST

U-17-19 all players born on or after August 1,1989

U-16 all players born on or after August 1,1992

U-15 all players born on or after August 1,1993

U-14 all players born on or after August 1,1994

U-13 all players born on or after August 1,1995

U-12 all players born on or after August 1,1996

U-11 all players born on or after August 1,1997

U-10 all players born on or after August 1,1998

U-9 all players born on or after August 1, 1999

 

Conduct: All coaches have total responsibility for the conduct of their players, coaching staff, and team

spectators. At no time shall foul or abusive language or misconduct be permitted at any field or other facilities

being used for the tournament. Coaches who are either unable or unwilling to control themselves or their

sidelines may be cautioned or sent off. The referee will file a written report with the tournament Judicial

Committee. A copy of the report and a statement of any action will be sent to the respective state, provincial, or

national office. Animals, weapons, illegal substance and alcoholic beverages are not permitted.

 

Termination of Play : If in the opinion of the referee, game play must be terminated for misconduct of the coach,

players and/or spectators, the offending team will be charged with a loss and the score will be determined by the

judiciary committee. If, in the opinion of the referee, both teams are offending, the game will be terminated and

the judiciary committee will determine the score.

 

Red and Yellow Cards: Any Coach or player receiving two yellow cards or one red card in a game will be sent off

from that game. In addition, said Coach or player(s) will not take part in the next game of the tournament. The

Referees shall file a misconduct report with the Judicial Committee, who shall review the report, and may, at their

option, increase or decrease the suspension in accordance with WSYSA guidelines. Coaches of any player sent off

must report to the Tournament Director or any member of the Judicial Committee within sixty (60) minutes after

the match. A player accumulating three yellow cards during the tournament will have to sit out the next

scheduled game. A red card for violent conduct may result in either a three game suspension or elimination from

further play in the tournament as determined by the Judicial Committee. The respective state, provincial or

national office of the disciplined team or player will be notified. For CONCACAF teams, the committee will notify

the US Soccer Federation of disciplinary action taken, and that the Federation will transmit the disciplinary action

taken or required to that teams' Provincial or National Association.

Substitutions: All age groups will have unlimited substitution with permission of the referee.

 

Reporting of Scores: Referees are responsible for reporting the score of all games to the Field Coordinator at the

field, which will then be delivered to the official scorekeepers who will post on the scoreboards.

 

Six Second Rule: Goalies will be required to use the 6-second rule as defined in FIFA Laws of the Game. “An

indirect free kick is awarded to the opposing team if the goalkeeper, inside his own penalty area:

Takes more than six seconds while controlling the ball with his hands before releasing it from his possession.”

 

Format:

Venues: All games will be played in Yakima, Washington at the Perry Soccer Complex & Chesterley Park. Another

site may be designated pending the approval of the Tournament Directors.

Duration of Games: Boys & Girls Mod U-9/10 2-25 minute halves.

Preliminary & Semi-Final Match Duration:

30 minute halves - under 14 and below

35 minute halves - under 15 and above

Championship Match Duration:

35 minute halves - U-14 and below

35 minute halves - U-15 and U-16

40 minute halves - U-17 thru U-19

Semi-final and championship matches require a winner. Ties will be resolved by two 5 minute overtimes, and a

Shoot-out if required. FIFA rules apply except as modified herein.

 

Scoring: 6 points for a win plus - 1 point for every goal up to 3, 3 points for a tie, 1 point for a shut-out, and 0

points for a loss.

 

Tie Breaker: In case of a tie within a group, the following

will determine who participates in the championship match.

1. Head to head competition.

2. Fewest number of goals scored against.

3. Goal differential (max. 5 per game).

4. Coin toss.

All games will have five-minute half times unless shortened by the authority of the Field Coordinator (not the

referee). If the start time of a game is more than 10 minutes behind schedule, the Field Coordinator may make a

decision to shorten the game. He/She will do so by informing the coaches, prior to the start of the game, if the

game time will need to be shortened by 5 minutes for each half. Field Coordinators will make every effort to have

Semi-Final and Final games start on time and run their full length. Mandatory 5 minute water breaks may be

determined by the Tournament Director based on the current conditions at the time. Each team will be notified

prior to the start of each game affected by this temporary rule.

Forfeiture – A team that is more than 15 minutes late forfeits or that cannot field the minimum players needed to

start the game, 11 and above is 7 players,10 and below is 3 players . In the case of a traffic accident or

something unavoidable, the coach of the opposing team can agree to a re-schedule.

If a team wins by forfeit, they will be awarded a 1-0 win and receive 8 points.

Home Team - The Home Team is the team listed first will be responsible for uniform color change in the event of

uniform color conflict.

Location of Teams and Spectators – Players and their Coaches will be located on the same side of the field, while

spectators will be on opposite sides of the field. The Spectators must be located directly across the field from

their respective teams. This rule may be altered if both coaches agree before the start of their respective game.

No spectators will be allowed behind the Goals.

When selecting more than one team using the tie breaking rules, the tie breaking rules will be re-applied from

the beginning after each team is selected.

Game Balls – The tournament is responsible for supplying the game balls

Smoking, alcoholic beverages or noisemakers on or near the soccer fields will not be allowed.
