I have been requested by the CBL President to make a point of emphasis on
overtime periods. From the CBL Standard Operating Procedures
(attachment), Item 15:
15.LEAGUE GAME TIES- VARSITY LEVEL: Play the
regulation game and if a tie exists, play two (2) five minute sudden death
overtime periods.(Sudden Death is defined as the first
team to score in the overtime period wins the game.)If a tie still exists, each team shall take five penalty
kicks.During this Penalty Kick format, coaches can be on
the field and anyone on the official roster may participate in the shoot out
(’07).Team “A” will take one penalty kick, then team “B”,
then team “A”, etc., until each team has taken five penalty kicks. The kicks shall be taken alternately.Only players
on the roster (‘00) may be used when taking the five penalty kicks to break
the tie. After each team has taken five penalty kicks and
score is still tied, the taking of the penalty kicks shall continue until such
time as each team has taken the same number of kicks and one team has scored
one goal more than the other. The kicks shall not continue
after one team has scored enough goals to win.JUNIOR VARSITY LEVEL: Will use the penalty kick format only
and will not play sudden death overtime

CHICAGO,
Ill. (July 25, 2006) – Referees, players, coaches and soccer aficionados can
dissect plays, make calls and test their referee skills on ussoccer.com’s “You Make the Call”
interactive video site. The presentation allows referees of all ages and grade
levels to reinforce their knowledge of “The Laws of the Game,” while allowing
players, coaches and fans to put themselves in the referee’s place and learn
more about the reasoning behind decisions that officials
make.
"We are
happy to be able to release You Make the Call again," said Julie Ilacqua, U.S.
Soccer Managing Director of Referee Programs. “It's a fun method of helping
referees and non-referees alike to have a better understanding of the ‘Laws of
the Game.’"
"You Make
the Call" debuted on ussoccer.com in December 2005, and has since, much like the
website itself, undergone a transformation that renders the interactive site
easier to use. To access “You Make the Call,” simply click here or select “Laws of the Game” from
the ussoccer.com homepage navigation menu. A drop-down menu will appear with “You Make the Call” as one
of the options.
Users will
be able to watch a video clip of a foul, along with a summary of the incident.
The user is given four choices as to what the referee’s decision should be. Upon
submitting an answer, players will get a summary of the results, the reason for
the decision according to “The Laws of the Game,” and a short explanation of the
correct answer.
“You Make
the Call” is an excellent learning tool for young referees who are still
becoming familiar with “The Laws of the Game.” It not only allows young referees
to see the foul in real time, as well as replays, it explains the correct
decision, as well as why the other options are not correct, specifically citing
“The Laws of the Game.”
The game is
also a great venue for players, coaches and fans, because it gives insight into
the application of “The Laws of the Game.”
Participants also have the option of signing up to
receive e-mail alerts when a new video is posted.
